Port terminal in Lisbon

03 / Critical infrastructure

An intrusion should not stop an essential service.

At some sites, an incident is felt far beyond the fence. We connect awareness of the site with the information teams need to protect continuity.

Risk assessment

It starts with understanding what could stop the service.

Before proposing protection, we assess the site with your operations and security teams. The result is a basis for decisions on investment, compliance and discussions with your insurer.

  1. 01

    Assets and dependencies

The power, communications, access and suppliers the service depends on.

  2. 02

    Threat scenarios

Intrusion, drones, sabotage, fire and failures, prioritised by impact and likelihood.

  3. 03

    Protection gaps

What is in place, what is missing and where continuity is exposed, site by site.

  4. 04

    Improvement plan

Prioritised actions, with evidence useful for Decree-Law 22/2025 and for your insurer.

Resilience requirements

In Portugal, designated critical entities within the scope of Decree-Law 22/2025 must assess risks, prepare resilience and security plans, conduct exercises and report incidents. Obligations depend on the applicable scope and sector exceptions.

Electrical substation

01 / Energy

Unstaffed sites. So much at stake.

Facilities covered

Substations and transformer stations; High- and extra-high-voltage lines, towers and rights of way; Hydroelectric, thermal and nuclear power stations; Wind and solar farms; Battery energy storage facilities; Transmission and distribution network control and dispatch centres.

Our risk assessment looks at

Unstaffed sites and restoration times, exposure to copper theft, fire risk along line corridors and communications autonomy.

Risk scenarios

Intrusion, copper theft, sabotage, unauthorised drones, fire and storms can stop substations or generation sites and disrupt supply.

Protection we propose

We propose airspace, perimeter, access and exposed-equipment protection, with alert verification and escalation to teams. We assess the protection systems’ power and communications dependencies and prepare continuity and recovery procedures.

Interior of a data centre

02 / Data Centers

Everything depends on keeping the building running.

Facilities covered

Data centres, telecommunications exchanges, submarine cable landing stations and network operations centres.

Our risk assessment looks at

Single points of failure in power and cooling, perimeter and roofs, third-party access and generator autonomy.

Risk scenarios

Unauthorised entry, sabotage, roof overflights and power or cooling failures can interrupt services hosted in a data centre.

Protection we propose

We combine physical protection of access points, perimeter and airspace with available operating alerts. We support continuity tests and incident records with the data-centre team. Physical protection does not replace cybersecurity.

Port quay with a vessel and cranes

03 / Ports & terminals

Land on one side. Water on the other. Sky above.

Facilities covered

Container, bulk and fuel terminals, passenger terminals, shipyards and fishing ports.

Our risk assessment looks at

Waterfront and underwater approaches, truck and pedestrian flows, dangerous cargo and dependencies between terminals.

Risk scenarios

At a port, protection begins at gates and fences, extends above the quay and continues underwater. Drones, intruders, unauthorised boats, divers and underwater drones can threaten ships, cargo and essential structures.

Protection we propose

We combine airspace, perimeter, access points and waterfront protection in a terminal-wide plan. Underwater coverage is assessed and validated on site; fire, power and communications form part of continuity planning. Alerts support port teams and authorities.

Façade of the Portuguese Parliament in Lisbon

04 / Public administration

Protect the place where decisions are made.

Facilities covered

Parliament, ministries, municipal buildings, courts and civil protection command centres.

Our risk assessment looks at

Public-facing entrances, demonstrations and events, drone exposure and continuity of essential functions.

Risk scenarios

Intrusion, violence at entrances, unauthorised drone surveillance and outages can expose people, information and service continuity.

Protection we propose

We propose access, surrounding-area and airspace monitoring, verified alerts and information for security teams. We define response contacts and assess essential-function continuity; police intervention remains with the authorities.

Lisbon prison

05 / Prisons

The wall is no longer enough.

Paulo Juntas · Lisbon prison · CC BY-SA 2.5

Facilities covered

Prisons, juvenile justice facilities and their security perimeters.

Our risk assessment looks at

Airspace and drone deliveries, perimeter blind spots and continuity of monitoring and communications.

Risk scenarios

Drone deliveries of drugs or phones, intrusions near walls and power or communications failures can compromise prison security.

Protection we propose

We propose airspace and perimeter monitoring, locating detectable approaches and alerting guards. We organise records for authorities and assess monitoring and communications continuity under the prison’s procedures.

Sorting line in a food processing facility

06 / Food

The season cannot stop.

Facilities covered

Food processing plants, slaughterhouses, dairies, silos, cold stores and distribution centres.

Our risk assessment looks at

Cold chain, tampering risk, power dependency and the impact of a stoppage on distribution.

Risk scenarios

Intrusion, tampering, theft, fire and power or refrigeration failures can spoil products and interrupt production and distribution.

Protection we propose

We propose access, storage and loading-area protection, connected to available operating alerts. We assess backup-power priorities and operational recovery. Dedicated food-safety controls remain essential.
